I play on Windows (wouldn't know 'bout Mac or consoles), and am on Build 1.13.2.69904, which was Update 1.13.2 on November 28th 2019.
FYI: next time you play, check the advanced path settings and make sure both Flatten Terrain and Tunneling are unchecked (unless you need them right then, but people who've had an update sometimes find one turned on when they left them off).
At the end of the day they're a business so everything has to make more money than it costs to create in order to avoid further content ending up on the cutting room floor. Game development isn't cheap. You're probably talking on average £250,000 (3 months salaries for 20-25 devs) to produce each DLC. That's a sizable chunk of money that needs to be recouped. If you don't think you're going to achieve that anymore then those employees will better serve you by working on an upcoming title.
Frontier certainly aren't short of money, they have quite a sizable pot of cash to draw from. However, at this stage making a sequel would be a much better choice than further DLC and this may well be their ultimate plan. It's just not going to happen within the next 12 months as they've already stated F1 Manager 2023 and a Warhammer: Age of Sigmar RTS will be the only internally produced games to release within that timeframe.
18 months down the line is certainly possible and they've been dropping subtle hints that may imply it's in production and even recruiting specifically for games within the "Planet" franchise (featuring an image of Gulpee in the ad no less).
So you're sure they're not simply branching off into selling soda pop, right?
The issue with the Featured Creators being missing from the map has been reported on their own forums and one of their community managers has passed that information onto the appropriate department.
