You just add scenery to the ride, and then save it as blueprint.

You can disabble the Scenery collusion

I have the same question, I DL a flat ride from the work shop, I took a look at it to get an idea of how it's done. Attempted it myself, got (most) of the scenery right around the ride, but the original creator was able to add building pieces (Sandstone Castle) right next too the skeleton (frame) of the ride itself. When I tried to do that it wouldn't let me plop down any building pieces, it was in red.. I'm confuse to how he was able to get up that close

Under Options/Game, click the Disable Scenery Collision. As Marksrides stated, this should let you place your pieces. Building pieces can be placed among the ride also. What you can not do is attach anything to the ride. However, when you save everything as a blueprint it does not matter since it returns everything in its correct plane. I am a real newbie at this game but really enjoy it. I like to add markers (and delete them later) to my ride skins to help me place them.
Have fun. :)
