Raise the ground to the height you want your waterfall and obviously make sure it has one straight vertical mountain-side type thingy for the water to fall down.
Then, right on the very edge of the top part build a path right along the edge. Now when you dig into the top part to make a 'bowl' for your water, the path will stop the edge of your mountain from collapsing.
The only thing with this, the waters edge by your fall will now be the exact width of a path and not exactly near the mountain-side edge. You can remove the path now and VERY VERY VERY slowly and finely begin to lower the terrain even more to the edge of the mountain-side.
You cannot afford for the mountain-side edge of your bowl to drop even an inch, or the water might not go into place.
All being well that's the Job now complete.
I also think, but haven't tried it, that with scenery and terrain collision turned ON, you should be able to place a fence instead of a path and that should take your 'bowl' right up to your mountain face. With collisions on I sort of feel like the fence will also prevent the waterfall face from collapsing but it should be better as the fence is thin and the path isn't :)
And for an out-of-the-box example, the Beginner Career Scenario Pirate Battle has a small cove in the back, maybe 4m higher than the main "sea", with several Special Effect - Water Jet Small objects making a short waterfall-like effect between the two.
I have all three of those DLCs and am playing on Windows 10 pro on a desktop. What I was envisioning was a jungle cruise type ride with a water fall from an overhanging cliff into the river below where the ride boat could go behind the waterfall without getting wet. It is a shame that we cannot save the terrain to the workshop. Maybe someone might make a game someday where this is possible. I guess we can only dream, lol.
That's doable! I bit difficult in spots, but you should be fine. The Advendure DLC has a couple of (short) fixed height waterfalls, and a top-splash piece, bottom-splash piece, and mid-section piece that can be used to make any height. A few IMHO tips from my experience:
+ Some (all?) of the waterfall effect objects will off-set the effect upward/away (allowing the object to be submerged-hidden) if you rotate it on the rod's long axis. I forget what angles are best, I'd recommend loading a fresh default biome in the Scenario Editor and practicing.
+ To start, use a building with pieces set to 1m x 1m grid to snap your effect objects, it makes it a lot easier to position (and re-re-re-re-re-position) effect objects while checking to see how they look. I'll keep submerged building pieces in my waterfall for easy access in case I need the grid I was working on again.
+ It's impossible to get a smooth transition from a terrain-made lake/river to waterfall effects. Use rounded Art Shapes colored in a watery dull teal (I'll edit later to put the hex I usually use here) and rocks with your waterfall's top to conceal the terrain edge.
Last, I went looking in the Workshop to recommend some uploads, but just searching on "waterfall" found so many nice examples that I'd say you should try that. I'll have a scenario up in a few days (I'm planning on June 1st) with a waterfall that uses the tips above, sorry if that's too late for your needs.
The terrain will save in Planet Zoo if it is inside an animal habitat so I am sure it will be coming later to other Frontier games. My tip above will work but you'd have to be careful with the overhang so that your top 'bowl' of water doesn't dig through the bottom of the overhang.

That's a screenshot of a testplay of that scenario I'm hoping to put up in a few days. Lower right is an Island Adventure transport, with its Customize panel up. You'll notice the track colors are all hex 134F5C, the closest I could find to reduce visibility under Planco water. If there's a better way to hide the track I don't know it.
Also in that screen shot (upper left) is the main waterfall, with one of the smaller ones in the background. Is that kind of what you're looking for? The area behind it can be terrain-sculpted to make room for a boat track, but I don't know how low the upper body of water can be while still allowing sculpting under it without disrupting the upper water surface.

When the camera is very close to the waterfall you cannot see the water, so while your boat ride will look awesome from a distance it might not have the effect you want if you're on the boat in ride mode.
So the thing is just to make sure your overhang goes out a fair distance leaving good room behind it for the boat.
All the waterfall bits are grouped, so you can easily blueprint it and check it out in a blank sandbox/scenarioeditor. Pay attention to how the rotation of the mid-waterfall objects affects where/how the effects go. Hope this helps!
