Do you have a path to both shops?
Are both shops open?
Is one shop closer to the crowds?
Is one shop food and the other drink, and right now everybody happens to be hungry and nobody is thirsty?
Generally if you start building a path at the shop it will automatically connect to the closest path nearby. As a matter of fact, if the nearby path is too close, it's almost impossible to make one go elsewhere.
But the shop must be connected to a path. IRL people would just hop over any small gap in the path. In the game, a small gap might as well be a 3 meter high solid brick wall.
There is a checkbox for a "Attach to Grid" when creating the path. That might be the solution you need. Or maybe not. It can be a little tricky to work in close quarters.
I think you need to create a path that connects shop A to shop B, then add a path to that path that leads back to the Main Path. Try that.
