So there are different ways of doing it.
Folks will save a PARK FILE that you can download and they would normally do this for a larger creation and especially if it has paths or terrain edited to fit properly and make everything complete. One reason they specifically get saved as park files is because paths and terrain do not get saved in BLUEPRINTS.
And that's your second option.
You can save any scenery, shops or rides (or all of them together Eg a ride with some shops) as a Blueprint and it is most likely these you have been getting from the workshop. That's why they don't appear in your saved parks.
When in your park there should be a Steam Blueprint button right there.
Couple of things to bear in mind with Blueprints....
1) They can have a maximum of 4000 pieces (another reason people will sometimes save a park file instead).
2) Scenery items can be sunk into the ground. Like trees for example. When you load a Blueprint it will initially sit at ground level from the very lowest point of the blueprint making it way to high up. This is because it was created with sunken pieces. Therefor you need to sink the entire thing into the ground a little bit using the X button.
3) When saving Blueprints some items will not be saved. Benches, Bins, ATM's, Paths and Terrain... And maybe a couple of other things that somebody will remind me of hopefully.
4) When you have saved your Blueprint, go to it in game and look for the tiny little Steam logo. Click this to upload your thing to the Workshop.
I can't be sure what it is that you have downloaded but there is a definite distinction between the blueprints and the parks and scenarios. It does seem like you were on the right track and that you have downloaded scenarios rather than blueprints.
