In the Scenario Editor open Edit Scenario (the pencil & ruler graphic near the upper right corner) > Park tab > Edit park dimension and guest spawn points button > in the Adjust Park Boundary panel increase the Height to its max (625 meters, if you put in anything higher it'll default to that).
In Options (the gear graphic in the upper right corner) > Settings button > Game tab > scroll down to the Local Park Settings, one of them is Disable Track limits, make sure it's checked. Up in Global Settings there are four types of Collision you can disable, check all of them.
After that, starting as deep as you can, you can build a coaster pretty much 625 meters high. Have fun!
Then what we've told you so far should work -- expand your park height to the max, turn off all limits.
Go for it, as a technical experiment I guess it's going to be a lot of fun. Take a look on Youtube at Tommy T. he's probably most well known in the community for tall and fast mind-bending coaster creations rather than realistic ones..
