Go to Sandbox mode, where you are given unlimited everything. Once you have the coaster working and looking the way you want, save it to your workshop as a blueprint. Then, in the Career Scenario, you can just drop it down for whatever its price is, as soon as you have the money or the loans to cover that price.
Or just start building while the game is playing. Keep an eye on the finances, coz if you run out of money, it will not let you build the next piece of track. If your park is overall profitable, it shouldn't be too much of a problem, as you can just hold off on construction for a few minutes, and continue when there's more money in the till. Be mentally prepared to interrupt the construction for any number of emergencies that might require your immediate attention.
But do take a look at the pre-built ones. Unless you go hog-wild-crazy (not recommended), your coaster is going to be priced somewhere in that neighborhood.
The game is set up so coaster won't lose value while constructing them, so you can go wild with it and delete it later with no consequences.
The really cheap coasters can squeeze in under $10k.
