Depends if you’re more interested in rides versus buildings versus scenery. Each offers differents things for me.

The things I use most in each...
Adventure dlc - the steamboat ride, scenery, foliage
Spooky - Track ride, building set which can be used for lots of dif things,
Studio- scenery!
World fair- building sets, new shops, track ride (people mover)
Vintage- once in a while...the flat rides.

Comes down to what you want to make so check out the park and see what interests you the most.
My personal rank,
Adventure - I've always loved this theme in RCT. jungle flora, fun tomb and animal animatronics, river boat...I feel like this is the best well rounded pack but it is very specific.
Spooky - lighter on content but I use it often. A must if you love making haunted houses or decorating your parks for halloween.
Studios - Tons of animatronics so if you love making ride scenes with triggers this is great.
Vintage - I was disappointed in the scenery/build sets/animatronics but it has the bobsled coaster and 5 carnival style flat rides. (4 really, one is just a smaller scizzor)
Worlds Fair - only worth it if you reeeeaally want the asian build set. (no asian flora tho and scenery is lacking). I dub it the "Walls and Stalls" pack.
