Yes you seem to be right, never tested it before to be honest. Well, not really an issue for me but it would have been nice to be able to that's true.

The steps (i've simplified them a bit):
1) Create the landscape for your park in sandbox mode and save it as normal. Put the word 'sandbox' in the save name to help you out later.
2) Create a new challenge mode park with the same environment you used for the sandbox park (Desert, alpine etc.) and save it. Put the word 'challenge' in the save name to help you out later.
3) Quit the game.
4) Go to your saves (Users\"username'\Saved Games\Frontier Developments\Planet Coaster\"random numbers")
5) Open folder of the challenge park you saved and copy the fcompressedsave_metadata file.
6) Open folder the sandbox park you landscaped and saved and replace the metadata file with the one you copied from the challenge park.
7) Launch the game and go into my parks. You should see the park you created in sandbox mode now listed as a challenge park. ( Don't open it, it still would look like Sandbox with unlimited money)
8) Upload to Steam Workshop and then download it, it will now be converted to a challenge mode park! You can now save it as normal.

Good news is that you can do this also with Career maps as well (just open one as Sandbox as step 1) and build there whatever you want with still playing in challenge mode :)
