You could ask the question as far as why performance is so crappy on the game too.
Considering it is to build amusement parks, that have lots of rides, and are intended for lots of people to enjoy (IRL), but you are stuck building small parks, or having it be a ghost town to be able to play.
It's like having a NASCAR racing game, but it can only handle 3 cars racing at any given time, while it lags.
Anyways, not trying to derail the convo. I'll end it saying that the custom signs are spread a bit. Not sure why, but as said above, they are there.
Simply search for the word "editable".
