no, they get glitched on the entrance. I have free admission. They are stuck in their walking animation and it happens with my employees too

yep this is a thing, had the same problem with a brand new park.

free entry they loved it but still wouldnt enter.

same problem here. happens all the time with all parks. peeps come but glitch in front of the entrance and then turn around and leave...

I figured out that when i open up a ride, they enter

I was just going to comment that. You must have a valid open attraction before guests will enter currently. I kinda like it. It means guests wont ♥♥♥♥♥ about rides until you finish it.

Makes sense, probably should just not let you open the park though or do something other than looking bugged.

Try Closing It For Awhile.
After everyone leaves Open it again.
Or you can make them an offer they can't refuse.

Thanks for the info though I did have some open shops I think

I spent all day building an awesome park full of rides only to find thousands of peeps clumped around my park entrance refusing to enter and all of my staff stuck in random places all over the park, having quit their jobs, unable to leave. so annoying to lose all of my effort

Maybe you can try saving it in Scenario Editor, and then opening it as a new/different game?

open your park and have at least one attractin or shop turned on
