Nobody knows? :(

Looks like they are using special effects. Well, it is an alternative way to create waterfalls but i think this game needs to do it automaticly when you change surface height with water on it. Maybe this feature will come later to the game.

I agree, we really need some easier way to make waterfalls.

There is currently no flowing water outside of the log flume and rolling rapids rides (which are probably particle effects like the special effects objects). If you make a lake and go underneath the water surface with free cam you'll see it's only a single surface layer and it looks like open air underneath. Water jets and similar special effects are your only waterfall option currently.

Voil is right

yeah the water is just an animated alpha/opacity plane with a depth-opacity shader.

The water in rct3 was done differently, it created "rooms" for the atmosphere fog effect to work.

I'm certain the water in PC won't change much as it would have to be changed within the Cobra Engine itself, might have been left out intentionally to save on performance.
But then again, back then the waterfalls were added later as well, if i remember correctly.

Either way, it's not quite that easy to have modifiable waterplanes with realistic-ish atmo and all underneath, when you can basically place it anywhere. It wouldn't be a small task and takes some effort.

As you said real water physics simulation was left out for performance issues. It would have even pushed the minimal specs up even more. And then you have to ask the question is the cost for this simulation worth it for what it adds tot he game. In this case Frontier decided it is not worth it. Meaning we can't make realistic looking waterfalls without spamming the special fx which probably is also clogging down performance ;)

I also find the road palcement thing a bit difficult and annoying. Don't know why they chose this system while there are easiest systems...
