That does not seem to be the case for me. I have tried rebying a gift shop and barely anyone visits it. Lots of people pass the gift shops, but just a small number buys anything from it. Most sales I have seen any of the shops generate before they close down is about 10-15 sales.
And if they have made it so visitors never visit them again, they really need to make one sale count way more than other shops. Same with priority passes, they work like you say that a lot of people go and buy from them, but then it ends.
I really wish they scaled down the timescale for this game, it is so fast and it is just not fun. The micro managing of stores is the worst feature this game has imo.
