Cities have lights because they're needed - so they turn on -when- they're needed. Theme parks have lights because they look attractiive. And they need to look attractive all the time, day or night. I've -never- seen a theme park that didn't have daytime lights.
i tried placing them in a closed building but that didnt help. doesnt work in shadows aswell. the issue isnt that the sun is to bright, its that they simply turn off. the only thing that works when i looked at youtube is placing it below sea level en closing it with dirt.
street lamps shouldnt be on at daytime but colored lights should. every themepark has them for the queue/ride to help with the theme.
they could for example have an option to not shut off at daytime
possibly try adding in a 'display sequencer' then select all the lights to a display group within the sequencer and set to continuous activation? Might work.
