I can understand the confusion. Finding lights for example is "Props", and some of the lights are white art deco objects (Square lamp, square lamp strip) so can look like an empty square on the list of items with the default UI until you mouse over it.
Once you are already in "Scenery", it's easier to notice the side buttons for further filtering... But you have to already be checking there already, instead of thinking to yourself "Okay. Garbage bins and street lights go on paths!... Why aren't they in the paths section? Maybe it's buildings?"
Because when you think "Scenery", you generally think purely decorative stuff rather than functional.
