Special effect balloon?
Whats up with this thing? What does it do? All i see is a orange ! on it.....

Is it only for the UK based company "speciel effect" kinda confusing for us non uk people if so.... didn't know if it was like Disney's special effect ears that change with the fireworks and music.......
