In all the parks i’ve downloaded i’ve never seen more than 2 staff buildings used at one time.
1. No staff building in their assigned work area.
2. The staff building in their area has not been included in the work roster for that area.
3. The staff building in the work are is full to capacity.
The staff members (janitors, mechanics, security guards, entertainers) will remain in their work areas as long as you have a staff building with enough capacity assigned to that areas' work roster. They will leave a work area to go to another area with with a staff room if there is no staff room available in their assigned work area or the staff building has no room for them. Just make sure the staff building is assigned to the work area roster. With four work areas you should only need four staff buildings with a capacity of 6 to 8 depending upon the workers that are going to use it.
The perks for an area staff building should be used depending upon what the area workers need. If most the staff in a work area are new and need training, set the perk to training. Once the workers are trained sufficiently, change the perk to happiness. You do not need multiple staff buildings with different perks in a work area. You just need to adjust the staff building perk for what that work area needs. I first use the training perk since workers trained to a skilled level resist being overworked or bored. Once they are trained I change the perk to happiness instead.
Four 8 capacity staff buildings should be enough to handle up to 32 workers at one time. All of the park workers are not going to need to use them at the same time unless you close down the park for renovation & cleaning.
Staff workers assigned to Free Roaming wil go anywhere in the park and use the nearest staff room when tired. You may need a free roaming janitor if the park gets very busy to clean up the vomit and trash if your work areas don't overlap or are too large for a single janitor to cover during his shift.
Hope this helps.
Maybe they were just asking Princess Amehlla out on an after-work date.
