Don't block station... does it work and if so how?
Seriously, I want proper throughput, but everytime I have this set on and the minimum interval to very low (mostly 3 or 0 seconds) I don't really understand how and why this is not working?

When a train gets on a block section right before the station, I should expect the train in the station to leave, not to keep waiting to fill up.

Is there anything I'm not aware of?

The way I understand it is that if you have "Don't block station" checked, you are not using blocks at all. This means your train or ride vehicles will line up behind each other in the station, but will not use track blocks.

If you check the "Don't block station" box, make sure you uncheck the "Block Sectioned" box closer to the top of the ride window. If you keep both of them checked, the 2nd train will not enter the station until the first train leaves, as the system thinks you want it to block the trains.

You might want to play around with the settings to get a clearer picture. I noticed if I don't use blocks and 2 trains collide, they just bounce off each other ... which I take as a wink to us old school Roller Coaster Tycoon fiends who liked crashing coaster trains.

If block sections are on and theres one before going into the station it will sit there until the train in the station leaves. Blocks are used to stop the train to give time for the train in front to go forward. Blocks don’t force the train in front of it to leave.

If theres 2 trains then train 1 has to pass a certain point before train 2 can go forward. Its a hard balance. I never use it. I got tired of the train stopping at the top of the lift hill waiting for the train before it to pass some specific spot before it would continue

When working with a block sectioned coaster, a train will not leave the station if the previous train has not left the first blocked section of the track.

First case is with block sectioning set to on. In the case of a chainlift hill block section this is when the previous train clears the chainllift. The train in the station waits until the chainlift is clear no matter what the wait times or interval settiings are. The train on the chainlift will not leave the chainlift until the train in front of it clears the block section it is on.

If you have a two train coaster with block sectioning set to off, the first train only leaves the station once the train loading load requirements are fulfilled. If you have set the load requirements to full, it won't leave until the minimum wait time has passed. In most cases 60 seconds is the defaullt setting. If you set the don't block the station option to on, lower your minimum wait time to say 30 seconds for loading and change your load requirement to any load. The minimum interval time refers to the pause the train makes when departing the station once the load requirements are met and is meant for tracked rides to space out the cars, rafts, ferries or log flumes.

Remember that a block sectioned track needs at least one more block section than the number of trains on the ride. A chainlift and station only makes two block sections. Cable lifts, hydraulic launchers and linear accelerators do not act as block section pieces. Other block section track pieces, preferrably located on hills, will be needed for more than one train. Three trains require at least four block sections. Two trains require at least three block sections.

Ideally you want a coaster that when busy has the trains moving without having to stop at the block sections. A three trained coaster with good seating capacity should produce a monthly throughput of up to 400 riders per month.

The don't block the station function is needed for multi-trained rides and is used to keep guests from waiting too long at the end of a ride from unloading at the end of a ride because the train in front of it has not met the load requirements due to empty entry queues.

It states what it does when you hover the mouse over the check box. It sends the ride out of the station when the following ride car approches and ignores set wait min and max times. Thats my understanding anyway. Has nothing to do with block brakes.

Heatherg23 has a good point about the trains waiting at block sections.

A good two trained coaster that travels at high speed with an enlonged station that completely holds both trains can have a good monthly throughput with only one block section piece half way through the track. No waiting trains on the track, only at the station. Works well for hydraulic accelerator and linear accelerator coasters.

Your right that if you check the Don't Block The Station option it will have a loading train attempt to leave the station ignoring wait and max times. But if the Blocked Track option is set to on to allow for multiple trains, the train will not leave the station until the first blocked section of the track is completely clear of any train and all its' cars.
