Yes, absolutely adding facades and scenery to buildings and rides will boost prestige and scenery ratings.
A dark ride is a ride or coaster that is completely contained in a building or underground. Think Disney's Haunted Mansion or Pirates of the Caribbean.. Space Mountain. One of the things many players kvetch about with Planet Coaster is that when you put a ride inside a bulding, it's still not truly a "dark" ride. During the game's "day time" it's still too light. You will see workshop items with the suggestion that the ride is better at "night" in the game. The game peeps really don't care if your haunted house ride is brighter during the day but if you like ride your own creations, take screen shots or make game videos, you'll want to change your time setting in game.

4.) & 3.) A dark ride is a coaster that is in the dark so you can't see the rails. The best way I know is to build your coaster underground. I like to start by clearing out a large crater. build most of my coaster, then fill in a dome over it.
2.) Yes, Building facades adds to your coaster's prestige. Any scenery or structures near your coaster will have that effect, as well as water.
1.) It's easiest to place your effects (fog, lights, fire. That sort of thing) first. They don't have to be on, or even around your ride. Then, go into your ride's menu and select the ride triggers tab, Then "add effects". you'll see that objects that can be triggered are now highlighted in cyan. If it's a coaster, you'll be able to move your trigger points around the track.
When you save your ride as a blueprint, be sure that any effects it triggers are also selected with the multi-select tool.
