Perks only spread so far, the more rooms (or tables) the less effective they are. With Hotels the limit for a 5-star is 20 rooms. Is there a minimum # of tables you need for the goal?
There's likely to be a "sweet spot" for the number of brands, too many can be almost as bad as too few.
You probably need your scenery at 100%, and with Restaurants/Hotels/Staffrooms I've never really figured out where the scenery needs to be to trip the counter. On a ride queue it's obvious, but for those it's not enough to have a well-decorated building -- decorating too far from the entrance and room blocks, even on their building, seems ineffective. Also, the path/s up to the entrance needs to be well-decorated.
But that's just what I've got, and it's not my strong suit. Hopefully someone who knows better will weigh in.
You should find guests will start to leave glowing reviews as you get to 4 Prestige.
