Report a translation problem
If you're below 99% utilization, then you're either maxing out FPS so the GPU doesn't need to use all resources available, or you've got a CPU bottleneck.
Do you know what your temps are?
If you don't know about GPU utilization then you really shouldn't be gaming on PC. Get educated before you comment on somebody not knowing what they're talking about.
Edit: A quick Google will even tell you this, considering you're so quick to state I'm wrong.
