Arguably the best part of the game, downloading parks from the workshop allows you to play but not save dlc content you don't have.
The packs themselves are all bad value at their current price. One really unique ride per pack tops, few scenery pieces if any, repetition from previous packs recently. Nothing even remotely close to a gameplay enhancing expansion pack.

and also this game doesny have the best regional price for my country mean the price is quite high for a game.
I don't think people would be complaining as much if they'd taken that extra DLC development time fixing 3 year old bugs, adding meaningful gameplay mechanics, or say make this game playable on current hardware by doing a dx12 version.
Instead of addressing the two biggest complaints on the forums, performance and lack of management (seriously try staying in business with an entrance fee park without emptying the park every year), they've released a deluge of bite-sized reskin packs Sims-style. That's not going to get many players returning for long.
