Ended up selecting them, picking them up and moving them manually. But still, wierd and a first for me.
I have been playing the "Nighttime Encounters" scenario, and all of a sudden random groups are getting stuck left and right all over the park! It's not limited to one specific area. I've spent many hours on this park, and it definitely seems destroyed now. :/ The weirdest thing of all is they can be stuck for a couple minutes and then all of a sudden they won't be and they'll continue walking. Some groups seem to get permanently stuck, while most of them end up snapping out of it. Really at a loss here. :(
Well, I found out it was one of the rides I put in the park—a "Round the World" ride in a specific location. As soon as I delete, people are no longer getting stuck everywhere. And if I undo to put the ride back, they immediately start getting stuck again. @_@ I tried deleting the ride and placing a new version of it, and it STILL causes people to get stuck. I guess a "Round the World" ride in this park just wasn't meant to be. <sigh>
This sounds like a path issue in, or leading into, that area. Depending on how much you're willing to do to fix this? You could delete all the path there, and build fresh. Especially building from the ride exit helps make sure that's connected correctly. I've also had trouble with paths that look like they're connected, but they're not -- the only way to find/fix is deleting the path.
But maybe you've got a bug. If so, you should attempt a bug report:
