I had the same issue all I did to fix it was put more stuff near by to guide the NPc's to locations. so put rides closer to the area's they get stuck.

Ok i figured out if you select the person that is stuck and hit move group (arrows pointing in four directions) you can move them to a spot where they wont be stuck

I was closing my park today so I could upload some updates to it and had this same issue. Never had it happen like that before. Except it was a small group here and there stuck right at the ride queues entrances. Nothing there to keep them from moving away. They just stand there waving.

Ended up selecting them, picking them up and moving them manually. But still, wierd and a first for me.

I realize this was a SUUUUPER long time ago, but any chance anyone figured out something more specific to fix this? I see CrazyGraham found a particular bench that was causing an issue, but did removing that bench completely solve the issue everywhere in the park?

I have been playing the "Nighttime Encounters" scenario, and all of a sudden random groups are getting stuck left and right all over the park! It's not limited to one specific area. I've spent many hours on this park, and it definitely seems destroyed now. :/ The weirdest thing of all is they can be stuck for a couple minutes and then all of a sudden they won't be and they'll continue walking. Some groups seem to get permanently stuck, while most of them end up snapping out of it. Really at a loss here. :(

Well, I found out it was one of the rides I put in the park—a "Round the World" ride in a specific location. As soon as I delete, people are no longer getting stuck everywhere. And if I undo to put the ride back, they immediately start getting stuck again. @_@ I tried deleting the ride and placing a new version of it, and it STILL causes people to get stuck. I guess a "Round the World" ride in this park just wasn't meant to be. <sigh>

Okay. An amendment to my findings. It doesn't matter which type of ride it is. It's just that when you open an attraction in that part of the park, the guest routing engine can't seem to figure it out and people who decide they want to go there get "stuck." I cannot use that whole quarter of the park. As soon as I close an open attraction in that area, guests go back to being normal.

This sounds like a path issue in, or leading into, that area. Depending on how much you're willing to do to fix this? You could delete all the path there, and build fresh. Especially building from the ride exit helps make sure that's connected correctly. I've also had trouble with paths that look like they're connected, but they're not -- the only way to find/fix is deleting the path.

But maybe you've got a bug. If so, you should attempt a bug report:
