They start you off with a pretty much blank park and you have to build it up to do (or ignore) challenges they give you.
You get the exact same as in sandbox, except you start out with a limited amount of money, an economy and only some attractions researched. How much exactly, is chosen by you as you can set the difficulty right before start.
If you want more customization (e.g. start with more money, or have all attractions already researched, easily manageable staff but with hardly pleasable guests - just to mention some possibilities) use the scenario editor and play your own scenario after you picked your settings.
Ohh! Yeah that sounds right! I thought it was for like specific challenges like make a coaster with x height or x speed or what ever.
