Do all drinks quench thirst?

I have 4 milkshake stands and 4 soda stands all over my (smallish, 7 ride) park, yet 8% guests are thirsty, Do milkshakes not quench thirst or something?

They all quench thirst immediately once the customer buys the item.

However, certian toppings will make the item they buy quench thirst less, and certian toppings will quench it more.

It's also worth mentioning that larger items will quench thirst/hunger more, but that should be obvious.

Try following a group to one of your milkshake stands and see if their thirst bar maxes out or not once they finish their purchase. If not, try adding some extra toppings.

Milkshakes can very much be set up to serve as food, the only issue is that if people actually become hungry, they won't go to a milkshake stand to satisfy their hunger, since the milkshake is classed as a drink.

Last I checked, toppings will add a bit of cost to the running cost of the building, since that cost is static regardless of the amount of sales made.

That 8% could be the people on queue lines.

that can have different reasons.
the stalls are in unfavorable positions (the guests always take the SHORTEST way to the place they want to go)
The people in the queue are the thirsty.
The "extras" of the shops are set unfavorably.
These extras have effects such as "makes guests thirstier" or "makes guests happier"
See if the beverage stalls make profit.
If you use the Stafffunktion make sure that the shops are not too long empty when the sellers make a break from work to refresh their energy.

if my guests are thirsty they are usually those who are in the queue or because the shops have a too long queue.

It's hard to say why right now, check out your stores and your guests, especially those in the queue
