If I remember correctly it wasn't that it worked like that; but rather every path place-able sign had a button that let you select "No Entry." It's not that the AI was smart; rather it was programmed to listen.
It could easily work as no entry signs could be tied directly to a section of path, especially on grid systems, and it could be made that only custom signs are capable of "No entry."
Its not that it probably wont work; rather that it was never considered nor implemented in any way aside from the fact AI might be programmed from walking down worthless paths to their needs.
