The in-game description reads
"You'll need to manage your money succeed in this mode. You'll have limited options to begin with until you earn your way to a bigger park."
You start on a blank map with a small amount of money and build from there. You could always ignore any of the actual challenge goals and simply build/manage the park.
Even with the hardest challenge mode you can make so much money it might as well be unlimited.
actually the new hard challenge mode remains consitently challenging.. I've played it now for ages.. and it's always hard to break even, although as you go on you're less likely to to totally ruin yourself, but you don't make money every month if you don;t keep on top of the profitablity of ever ride and shop and employee..
