1: did you check that you pass the minimum specifications before you bought the game? (min specs are listed on the store page
2: what are your specs? (gpu, cpu and how much ram)
3: laptop or desktop?
You can go to settings in the game (upper right gear) and check the graphics settings to determine where yours are set. Try lowest settings and if that doesn't help you may want to lower your resolution.
As to what your computer has for CPU and GPU, Steam has a pretty good tool. On the steam window, click help, then system information. It brings up more than anyone wants to know about your settings, installed drivers, and applications. You can find your processor and GPU there if you don't know them already.
You may know these things already, but wasn't sure what settings you were referring.
