Report a translation problem
Scenery items (those that don't go on grids).....they can be rotated in all 3 dimensions. You'll find them at random in the building tab and all of the items under scenery tab.
I understand the need for the gid, but the entire grid should be able to be tilted (in my opinion)

Pressing X when selecting a building (not editing) will allow you to freely rotate and move them as Casey described as well.
You proebably already know most of this, but it caught me off guard the first time I was trying to edit a building.
