After adding the clockwise rotation of the ride sequence, the evaluation became a five star! I was surprised.

What is a ride sequence?

Open the controls for Teacups and then click the icon next to the wrench. The RIDE SEQUENCE tab opens and gives options to add and remove sequences. All flat rides have these settings.
