Report a translation problem
The file:
first you need to be in full screen mode and not windowed mode. start game, press the options button. press the left arrow three times if you can't see the tab labels, press return. this should give you the interface settings window. change scaling to something less than 300, and then move the mouse to the bottom right corner of the scaling window and left click. you should be able to see a subtle blue border when you're over the okay box. this should allow you to change settings.

Glad you resolved the issue.
Didn’t get all the answers, here, but I did get a lead on solving this problem without mucking about with directory files.
As Metacritical indicated, you do have some control with your keyboard, even for elementals which cannot fit into the screen.
Solution:
From the main menu, even when there’s a lot that’s too big to get a good look at, the Options icon should still be reachable with a mouse click at the top right of the screen. From within a Park, Esc (or your preferred binding) should also still bring up the menu from which you can select Settings.
Immediately, you can use the arrows to move to a different menu tab and select it by pressing Enter. If you select the wrong menu, just arrow over again and hit Enter again, until the Interface menu is what’s (partially) visible. The window always scrolls, no matter how big or small the text is, relative to the window size, so you should be able to see all the options in this menu.
Leave the mouse alone for a minute, anyway, and just arrow down enough to highlight Text Size and manipulate it as desired. Then, arrow all the way down to Speed Unit. In the worst case, only Cancel, Apply and OK are too far down. Arrow down once from Speed Unit and the option to Cancel, though unseen, is highlighted. Then, arrow right once to highlight Apply, hit Enter, and provided you’ve chosen a suitable new Text Size, you can use the mouse to Confirm the new setting within the 15 seconds you have before it reverts.
