Then you'll have to tell Steam to download Planet Coaster at which time it will look at your E drive and find the files it needs and do all the adjustments, not usually having to download much at all if anything.
I just did this the other night for another game as my C drive which is my primary SSD drive is pretty much full of games from Steam with little free space left, so I've been moving over the really big games that are like 20+ GB in size to my regular HDD that has TB's to spare.
You could probably get a regular 1 TB hard drive for less then that if you simply need more space, must be playing on a really old computer to be running out of space, 1TB or more is standard now.
I also have an SSD drive on computer (my computer was specially built by a good little computer shop and it's quite high speck -not that I know a lot about computers, but I trust the guys at 'Twin Tech Computers' -twin brothers running the place, but I made the mistake of installing Grand Theft Auto 5 (which I only really use for mucking about driving around) and that uses a vast amount of HD space!. I tried moving GTA 5 to my E drive but it quickly updated (before I erased it off the C drive)!. Anyway, I've managed to move some programs to the E Drive, and eased the situation somewhat, I'm not quite sure I followed 'City Builder's' explanation on creating a new library (being the computer dimwit I'am) but it's something I will consider for the future!. Thankyou both for your help!.

Move Game Folder
It can be very helpful to test the issue by installing on an alternate hard drive. If one is already available, you can create a new Steam library folder on this drive. You can then install new games into this Steam library folder or move already installed games there.
Steam -> Settings -> Downloads -> Steam Library Folders -> Add new Library folder
You can get a 1 TB for like $200 aswell on amazon
