Are security guards absolutely useless at catching thieves?

I made a new small park, and I have about 15 fully trained security guards, including 3 stationed at the park entrance. The thieves have always outrun the guards. I have 63 all time recorded acts of theft and 0 caught. Is there something im missing, or are security guards absolutely useless at their jobs?

Security guards seem to only work when you MAKE them work. Station two guards at your front gate, then start checking the SINGLE visitors, any time that you find one with a VERY LOW fear rating and a VERY LOW fun rating, eject them from the park, your security guard/s will escort them to the park entrance and kick them out. If you catch them before they enter your park securioty will make them pay the entry fee then kick them out.

No even then they don't work well. I placed cameras at every 20 meters had one guard for every three cameras. The thieves still overwhelmed my park!

I've 3 security guards and 8 cameras. They arrested 75% of the thieves.

With regard to cameras is just enough to place them or do they need to be set up pointing or is that aurtomatic?

You just have to place them. They're only usefull with security guards as they only see what happens. When a theft or act if vandalism occurs a security agent will be notified.

It's also recommende to TRAIN your security guards, initialy they are pretty useless, when welltrained they gain charisma, productivity and speed to cath the thief.
