a way to change starting cash?

So I like playing the game basically on challenge mode to avoid the sandbox's unlimited cash but Iv found I can barely get anything done even with the max-setting of cash, is it possible to even edit saves or change the starting cash to something more usefull like 50 Million? or is it impossible to edit the file in such a way?

Yes and no, in game no but you can download a free program called "cheat engine" and use that to adjust the cash once you start your map, It's what I do for the same reason. Just google it but reasd the instructions that come with it
