How are these "on par" specs?
The game has a minimum 3.0ghz core requirement, his are 1.9ghz. Minimum core isn't about what the core can reach at turbo, it's a base expectation. His CPU is below this.
The games minimum GPU is a gtx 750, he's running a gtx 150, this is vastly inferior to a 750 and far below the minimum expectation, it's also an integrated solution with shared RAM, not a discreet GPU.
He hasn't listed out his RAM seperate so assuming he has the default build for that laptop, he only has 8gb shared RAM. The game requires 8gb actual RAM and separate dedicated vRAM as part of a discreet graphics card setup.
