You basically either want more missions or you don't.
Virtual viritilitay and meta remote desktop for old Tropico 1-3 is much realistic
and this game no need a fastest PC but need lots of passion for 2-4 hrs game in one match
Tropican Shores is a straight upgrade. The buildings it adds are worth it to use in any mission and can be turned on and fit with anything you're doing. The mission/campaign it comes with is interesting as well.
Going Viral is very niche, it's an interesting (though higher difficulty) campaign/story stand alone, but turning on the DLC during any other mission (or sandbox) is just adding tedious extra work to whatever else you have going on and some of the buildings are too large for the smaller islands.
Tropican Shores is pretty much worth it no matter what else you're doing and I'm even replaying all prior missions with it turned on. Going Viral is only worth it if you want to add challenge for the sake of difficulty and using it as an add on DLC with any other missions and not just the ones it comes with makes them harder for no other reason than to make them harder "for fun" if that's what you're into.

All the other DLC fall somewhere in between with Tropican Shores being the one that adds the most versatility to all other missions you could combine it with and Going Viral being just a difficulty boost with a lot of buildings focused on coping with the pandemics it brings with it.
The other DLC in general again I'd only suggest if you're looking to have more missions to play, they all add at least one and the larger ones add several.
