I think you just gotta decide if its worth a gamble picking up a dlc or not. I trust the steam reviews on here but find sometimes it's not correct.
Lobbyistico (Recommended for more challenge)
Spitter (Recommended for more $ related to Tourists)
Caribean Skies (Recommended for newcomers & for Logistic reason in specific Cargo Airport)
Festival (not really recommended but nice for the fireworks effects on screen and a few buffs)
New Frontiers (only good for the lategame if you feel bored, has some nice buffs for Teamsters Capacity and Faction Approval, contains strongest power plant buildable on coastline only)
Recommended DLC buy order
Caribean Skies -> Lama -> Lobbyistico -> Spitter -> New Frontiers -> Festival
