What am I missing? I can only get my herbalist to 170 trying many different combinations of beekeepers on "bee and nature" attached and within range of the Biggdrasil.....

There was a similar problem, even with the maximum budget the efficiency only reached 167%.
As it turned out, this requirement is impossible to fulfill with Mandatory Siesta edict active.
