How to get rich tourists?

Im stuck in Concrete beach mission because even though i have build all entertainment buildings, all tourist buildings, gotten 3 landmarks, leveled "Good old days" edict to increase tourist rating i have never had rich tourist and i need 100 to complete the main quest

Tourist wealth levels are determined by the work modes of your Tourist Ports and Airports; Rich Tourists will only arrive at Tourist Ports on the "Luxury Liner" work mode (which requires research) or at Airports on the default work mode.

I ran into the same problem on the Baseball mission, no rich people showed up until I plopped down an Airport. Thanks for explaining that!

Also you can get the Filthy Rich through the Yacht Club, but requires research to unlock that part of it, but you must also have that Luxury Hotel too.

Tourists cannot arrive on Tropico by means of a Yacht Club regardless of wealth level, research, work modes, or upgrades, and you do not need to build a Luxury Hotel (or, for that matter, any other tourist accommodations with a wealth requirement of "Filthy Rich") in order for Filthy Rich tourists to come to Tropico.

The only things you actually need in order to bring Filthy Rich tourists to Tropico are avialable tourist accommodations at any wealth level and an Airport on the Luxury Airliner work mode.

Not that I know if this is a problem you are having or not, but I did notice that the oil rigs nearby seriously impact the Beauty of the area. I had all these tourist accommodations and no tourists were showing up. As soon as I moved the closest oil rig further away (it was provided by the mission by default) the tourists started pouring in. So make sure to check the Beauty overlay. In my opinion the oil rigs and the power plant are not place in areas where I personally would have placed them by default. The power plant is too close to the Ancient Ruins. Honestly, of all the missions I've played so far, (about 6 by the time of writing this) Concrete Beach is definitely the worst default setup.
