Stonehenge grows trees in its area - that's quite visible, I hope? :D. For the "renaturation" rate thingie: That is a global (for the whole map) increase. The "old" pollution from already-destroyed buildings will decay over time twice as fast (2% per month instead of 1%).
The Eiffel Tower indeed broadcasts effects from all stations to everyone. Think of it as if you have this, every citizen is treated as "in range" to all propaganda buildings set to any propaganda workmode - no matter the distance.
And yes, the White House halves costs to activate edicts. You could see this by remembering costs before and after you stole the landmark.
About the sphinx.... it definetely has some effect.. but what would that be? :-P
damn, i hate it when the game talks funny and it's not clear.
It didn't work in missions, the ai just ignored it, both rebels and invasions.
