Help with Penultimo's Secret Mission in Caribbean Skies

I'm on my fourth attempt with this mission and I'm unable to get past 55% progress on Penultimo's progress bar. Once I complete the first couple of missions from him I never get another pop up from him so I'm unable to get past 55%. Also I only get the boat or weapons missions from Wyndham once so I'm unable to keep his progress bar down as well. Is there anyway someone can help me?

I have the same issue.

I lost the game because of it and loading an older save doesnt work. Seems like a bug. And it's the second game breaking bug I got in the dlc missions, so it seems like they were not tested well.

I have tried this mission for the seventh time, for this run I uninstalled every dlc except Caribbean Skies to see if that would fix anything. It did not, so it has to be something with the mission itself. I wonder how this mission got through quality control and if they play tested it multiple times.

By the way what was the other bug you got? Maybe it is something I need to look out for as well.

The other bug was in the Spitter DLC mission. The celebrity just didnt arrive. Restarting the mission solved the problem and was kinda okayish, since the problem occured right at the beginning.

In understand you correctly that you still havent been able to finish mission 4 even though you tried multiple times? I'm thinking about restarting it and giving it another go, but under that circumstances it might be better to just play another dlc.

Yeah I just did it for an eighth time, I'm going to reinstall the entire game and then try to make the spy mission last as long as possible because I get the feeling that the quests Penultimo gives you only pop up while the mission is running.

Okay I have done it for the ninth time and nothing changed I'm still not getting anymore missions to progress to the phase as I'm stuck at 55/65%. Also the mission length is predetermined so matter what you do it really just depends on how fast you complete the setbacks. For some reason one extra mission isn't triggering to get you to 75% to start the next phase. Also I have found that after completing Wyndham's optional missions I never get them again. So currently there is no way to complete Penultimo's Secret Mission.

I have finally completed it on my eleventh try, I think I found the solution or at least what worked for me. So what I did was not complete the first mission Wyndham gives you I decided to not produce leather for that one. This for some reason gave me the last Penultimo missions to boost up to 75% which once I did that I completed Wyndham's first mission as everything worked normally from then on.

Guys I found the solution! Keep doing penultimo and whindem tasks and when the raid will be almost finished you need to CANCEL it and start from the beginning again! The progress points will be saved and you need just to do the same tasks for penultimo and whindam. It helps me to get 75% and keep decreasing the suspicion bar. I hope it will help you!

Okay, you officially solved it. That worked for me as well

It also pretty much broke the mission for me. As I restarted penultimos mission all the quests from him and Wyndham restarted as well. But hey, now I finally get to play the last mission
