Hm so there is an ingame mod menu? I saw the mod update and I thought well not many folks do mod this game.
It is way to hidden. Sure once you found it, it will be obvious.

There's no mods on steam except maps like I said.

As I said before, let me quote what I said so you can read it and understand it.

Consider the following now.
1. Most steam games have mods on the workshop
2. Tropico doesn't have mods on the workshop
3. Steam worshop is a place for mods.
4. Tropico has only maps on the worshop.
5. To a new player who uses the steam worshop for mods on other games, the Mod button on the tropico main menu might seem like just more map content.
Makes sense when you actually think about it doesn't it?
Anyway, I haven't seen any eye-catching mods yet. Hopefully, there will be some that give me pollution cleaning options in Colonial and World Wars, and a work mode for the car factory that makes affordable cars poor people can use. Definitely need more plantation options, too. And housing. Bring back condos. And make houseboat communities for space efficiency. There's my wishlist.
Have you tried browsing and subscribing to mods on the mod.io website?
I haven't used mod.io before, but I signed up to check out the Tropico 6 mods. I only used it pretty briefly, but I found the mod.io UI nicer than the Steam Workshop UI.
Once you log in to mod.io in game, your subscribed mods will be synced and you can enable/disable them. No need to keep opening the in game mod UI. I've only just tried it out, but the only thing I found a bit annoying was having to restart the game after enabling/disabling mods - but it restarted in like <5 secs, so nbd.
