If you played Tropic 3,4,5 you will see what i mean by the most complete tropico sadly it also lacks alot of previous Tropcio games like plantable trees, more decoration etc.
But still the most complete Tropico basegame.
For the DLC's noone is essential , but Caribean skies and Festival are quite nice to have, while Lobbyistico DLC adds corruption as challenging system for Swiss Money generation. Which can be quite annoying but a specific building offers options to bargain with factions leaders which can be quite useful for faction standing
Spitter DLC Smartphone is quite annoying aswell and useless, but some of the buildings are nice to have for tourists.
Wall Street: 1 campaign map + 1 sandbox one. Both are cool. Prices variations is not too heavy to manage. It's my preferred.
Carribean's Skies: 5 funny campaign maps.
Spitter brings 2 cool maps but I don't like very much the influencers management.
Lobbyistico maps are less cool and the corruption is difficult to manage.
I don't know Festival.
Base game worths it, by the way. The campaign is long enough.
