The BASE game is the game with like 16 maps + sandbox maps, all the base structures/edicts and generally the entire rest of the game.
And then you have to buy it to play these DLC's that are just a few maps and a few cool features/buildings/edicts.
They are not losing money with the base game at all.
I do agree there should have been a bit more focus on the Colonial era as it's definitely one I rush past with it's lack of content/mechanics.
the same can be said for a new player vs a seasoned tropico vet though, but you should learn to accept that tropico is a mass market product so the early game has to be simplified lol. should try anno if you like colonial era management
