If you're targeting Filthy Rich Tourists, you can also use the Ancient Ruins on the Archaeological Dig Site work mode and the Souvenir Shop on the Pretentious Kitsch work mode without DLC, the Beauty Farm on the Champagne & Scalpel work mode and the Rehab Center on the Pretend Detox work mode with Spitter, and Submarine Tours on the Triton Tours work mode with Tropican Shores (be warned that this can kill tourists). The Beauty Farm and the Rehab Clinic are found under the Public Services tab and can provide faith and healthcare service, respectively, to Tropicans in addition to acting as tourist attractions; Submarine Tours are found under the Entertainment tab; and the Ancient Ruins and Souvenir Shop are found under the Tourism tab. I believe all three of the DLC buildings targeting Filthy Rich Tourists can only be built once you're in the Modern Era, though I could be mistaken about that, and it's possible that I've missed another building or two.
What penalty are you talking about? The income generated by entertainment buildings that aren't set up as tourist attractions is largely irrelevant, and as far as I'm aware there's no penalty to the service quality received by a Tropican or tourist visiting a building for which they exceed the wealth requirement.
