Multiplayer Spy Academy: Sleeper Cell - What does it do?
I've been playing with my mate, secretly infesting his nation with foreign spies for a while now. But I don't know, and can't find any information, on what exactly they do?

Can I activate them, or do they just work away in the background?
If so, what sort of effects do they have?

Thanks man, that's really helpful. There's a shocking lack of information on them out there at the moment, but that's cleared things up.

I think it'd be awesome if you could see a little arrow over the top of your foreign spies in the other cities when viewing the corresponding tab, even if you couldn't directly interact with them.

Some clarifications:

1. In general, all foreign spies (who can come from superpowers or from other players) will only convert tropicans with low personal experience (<20%) in their direct vicinity (just when they pass each other). But as striker101 said, they do it by themself - no action needed
2. The sleeper cell converts your enemies tropicans into spies. You don't loose people.
3. In multiplayer, you can see the number of spies you have in the almanac on the "Conflict" page, "Player Information", "Espionage", "our spies abroad"

And while we are on the topic of foreign spies...

Did you Know?
- If you order a "Kill" on a foreign spy that came from a superpower, you loose standing. (Even if you didn't know that he was a spy).
- Even on constitution "True Separation", you can still arrest or kill known foreign spies.

Thanks for clearing that up.

Unless there's some sort of engine constraints to it, I think it'd be amazing if you could have the context arrows over the heads of your spies when looking at the 'Our Spies Abroad' just to really get a sense of how infested your enemies cities are.
