My friend is getting tropico 6 with dlcs i did hear we can play as long as he is host but i dont have dlc and prob dont have it downloaded
If i dont have dlc downloaded how will i be able to play?

In most cases the dlc content is downloaded with your game copy and installed. But it's just not unlocked until you buy the dlc.
If in other cases where you are missing stuff it will be downloaded when you joint a multiplayer with dlc you are missing.
