thanks for reporting the issue. I could reproduce the problem here and indeed, by fixing some other issue in the last Update, we accidentally introduced that issue with El Presidentes ability to visit shacks in this quest :-(.
The bug only is present when playing the map from the beginning, so as a work-around (until this is fixed), you can save and reload the game once at any time in that map.
That should restore El Presidentes ability to visit the shacks during that quest.
