missing tasks in sandbox games

Hi i have recently returned to the game after a few months of not playing it and i have encountered a gamebreaking issue, when i try to play sandbox i get no tasks other than the victory condition you set up yourself, so no rebel tasks to help become independent, no empire tasks to extend my mandate etc. this has made the game quite unplayable for me and i was just wondering if anyone else has encountered this.

I just reinstalled the game over Christmas break and I do not have any problems with the Sandbox, SO I don't think it was an update or anything like that. Go into Options before you start the game and make sure Guidance task has a check mark. Not sure, but that may help

tried that, does not seem to change naything, the more i try to reinstall this game and change settings the more i think i may have triggered some kind of anti piracy thing
