Have to say the Mod.io was pretty easy.
I'll admit, I was a little let down the developers didn't use steam workshop (not sure the reason) and I had never used mods.io before. So I had thought I'd have to go to a 3rd party, find mods, download them, extract them, copy/paste to the steam tropico folder, etc. Which would be a real pain.

I really wanted to try some new content and games balancing changes, so I decided to just deal with it. However it was much easier than I thought.

1. Went to mod.io website. Choose to log in via steam, which brought be back to steams site and had me log in on steams site and asked for my permission if I wanted to link the account .

2. Linked the account. Went to Tropico 6 on mod.io. Picked my mods, they auto downloaded to steam.

3. Launched the game.

Total time 2-3 minutes.

Was really quite painless.

Also to note, I didn't make this post to debate steam workshop vs mod.io. I think we all can agree steam workshop would of been a better option for all. I made the post to let people who may of been in my situation, who never used mod.io and thought it was going to be a nightmare to get/install mods that it was really quite effortless. You didn't even have to really register with mod.io. Just clicked log on with steam, which brought me back to steams page to link the account.

Technically it would not be a better option "for all"

The issue is two part:

1. Steam has decided that workshop mods can no longer be allowed to download for people who don't own the game on steam. So, steam workshop isn't useable for anyone that owns the game through GOG, Windows Store, EGS, etc.

2. Even back when Steam did allow workshop content to be downloaded for non-steam PC users, it could never be used for console players.

Developers in response to steam not allowing workshop outside of steam users while also deciding to support mods for console players is using mod io as a single source solution for all platforms. By integrating just one mod distribution point they support a wider range of players with less effort on their side.

It's a trend that's spreading among many mod extended cross platform games in recent years. Steam made the workshop less useful (for them) and mod io solves that while also expanding their console side.

I can't say I was impressed with the mod io workshop. There does not appear to be any way to scroll down and view a mod description. All I get is a full screen of what should just be an enlargable thumbnail image.

Mouse wheel scrolls down.

The images shouldn't take up the full screen though, unless you have your resolution set really low.

It is also poosible to download mods from the website and install them manually, no logging in needed.

its not working for me. The game seems to think that I have Windows 7 - when I have windows 10 - so it wont let me on to the mod.io thing.

...and manually downloading the mods only seems to work half the time - the game isn't recognizing half the mods I've put into the mod folder
